Both the House and the Senate have passed HB 1512 that would incentivize utilities’ installation of electric vehicle infrastructure. (Note: EV infrastructure consists primarily of chargers, which would extend the range of EVs and make them more feasible for longer trips). On March 12, the bill passed the House with a 65-33 vote, and the Senate by a 36-11 vote. Governor Inslee signed the bill on April 23 and it goes into effect July 28, 2019.
At the House Committee Executive Session, Representative Mary Dye opposed the bill because it diverts power from agriculture, which was promised power when the Grand Coulee Dam was built. Representative Dye argued that there are higher and better uses of power, and electrification of transportation is not a priority. Her amendment to strike the bill was defeated. Another amendment would remove the expiration date on incentives, which was adopted. The bill passed the committee, 7 in favor, 4 opposed.
The Senate Environment, Energy and Technology Committee held a hearing March 20 on ESHB 1512 Electrification of Transportation Staff reported that operative text is the same as SB5336, passed by committee; the bill uses incentives and expansion of infrastructure for electric vehicles.Sponsor Representative Jake Fey (D – Tacoma) commended bill as enabling electric utilities to support climate policies. A Seattle City Light representative supported the bill as a utility enabling bill, a net benefit to all ratepayers. A Tacoma Power representative supported the bill for its opportunities to offer incentives for energy efficiency. Alliance for Transportation Electrification representative commended the bill as a major transformation of transportation, but noted that electrification requires more non-Tesla charging stations. A Department of Commerce representative supported bill as benefit to utilities and electric vehicle owners. A Carbon Washington representative supported the bill as a bipartisan carbon policy. A Benton PUD representative said that the support is statewide.
